Updated Mastercard chargeback ineligibility rule for fraud
The ineligibility condition for RC 4871 (Chip Liability Shift, Lost, Stolen, or Never Received Issue (NRI) Fraud) correctly evaluates the fraud-report timing window. A dispute is ineligible only when it is not raised within three days of the transaction being reported lost, stolen, or never received in the fraud and loss database. The condition also requires a fraud report ID to be present. The associated chargeback ineligibility reason text is updated to match the current wording in the Mastercard Chargeback Guide.
